And that is precisely why Thedas and here are very much different in every other respect. In a world where everyone wields a permanent blade, the danger is not nearly so imminent. But in Thedas where the innocent fall prey to those who hold an unfair advantage... when those in power hold the ability to control your every movement... confinement is necessary. At the very least, some sort of check.
