In the moments Pre-Explosion the island is still heavily embroiled in chaos- Both military groups have turned on each other, civilians are fighting them blindly for control of the core. Some have sheltered their families within the Stone Quarry mines underneath Sector 9, where they will be sealed in following the explosion. And many are climbing into boats or makeshift flotsam unfit for a sea journey, trying to flee the island while they have the chance and braving The Pull's effects in the hopes of it's power lifting.]
